Is this URD cable USE type?

A quick question. See picture below. The URD is listed as UL 854 service entrance cable. Does this mean this cable is USE type (marked as USE)?

Another question is: This cable is 3 phase 4 wire cable. And there is a reduced size of neutral. But I think NEC 220.61(C) doesn't allow neutral reductions for 3 phase 4 wire Y electrical system. So why? Is this because this is an old cut sheet and the previous NEC version allows this? Or because this cable may be used for non- NEC use?

I have seen it accepted based on the cut-sheet but 338.120 requires USE cable be so marked so if it's not marked "USE" I think mnay AHJs would not accept it.

The "non reduced neutral" provision in 220.61 is not universal. For linear loads with all 3 phases a reductio may be allwed based on calculations.
