A 5% VD on a nominal voltage of 120 is 114 volts, so if we have a service delivering 130 volts we can let it drop by 12.3% and be at the 114volts, there is no reason to worry about 3% and 2%, just call out the minimum voltage as far as allowable or recommended maximum VD and be done with it. ;)
Roger problem I see with that is for folks on the end of a line or more isolated area near industrial. We have quite a few cell tower sites where single phase 200 amp service may be 260 at a given moment when the lines are lightly loaded at night, dropping down significantly during peak use in the afternoon to 220. All of which are within POCO limits. It gives some rectifiers fits and we have to run generators to pick the voltage back up.
