Since we are required to provide receptacle outlets per sq ft of counter surface I am curious of the terminology.
one receptacle outlet = can be interpreted as a single receptacle. Therefore can a duplex be considered as 2 receptacle outlets.
Or are we to consider the meaning as an outlet opening is required in which the device only needs a single receptacle.
 
So to throw a wrench in this - 210.52(D) Bathrooms. means I am required 2 outlet openings for a double vanity? I cannot place a duplex in between them to cover the requirement? it needs to be a 2 gang box in which 2 singles receptacles would be compliant?

No, you can, and no it doesn't.
 
I'm saying that one duplex receptacle can serve both sinks as long as it's within distance of each.
 
210.52(D) Bathrooms.
At least one receptacle outlet shall be instal⁠led in bathrooms within 900 mm (3 ft) of the outside edge of each basin. The receptacle outlet shall be located on a wall or partition that is adjacent to the basin or basin countertop, located on the countertop, or installed on the side or face of the basin cabinet. In no case shall the receptacle be located more than 300 mm (12 in.) below the top of the basin or basin countertop. Receptacle outlet assemblies listed for use in countertops shall be permitted to be installed in the countertop.

210.52(C)(2) Island and Peninsular Countertops and Work Surfaces.
Receptacle outlets shall be installed in accordance with 210.52(C)(2)(a) and (C)(2)(b).
1. (a) At least one receptacle outlet shall be provided for the first 0.84 m2 (9 ft2), or fraction thereof, of the countertop or work surface. A receptacle outlet shall be provided for every additional 1.7 m2 (18 ft2), or fraction thereof, of the countertop or work surface.
2. (b) At least one receptacle outlet shall be located within 600 mm (2 ft) of the outer end of a peninsular countertop or work surface. Additional required receptacle outlets shall be permitted to be located as determined by the installer, designer, or building owner. The location of the receptacle outlets shall be in accordance with 210.52(C)(3).
A peninsular countertop shall be measured from the connected perpendicular wall.

Distance of receptacle outlet from basin.

Quantity of receptacle outlets per square foot.

The two sections aren't specifying the same thing, and neither specifies a number of required receptacles.

210.52(D) doesn't (necessarily) require two receptacle outlets if there are two basins, nor does it require two receptacles.

Interesting point though the outlet required is defined as a receptacle (doesn't the receptacle have to be installed in the outlet?) not sure how that isn't a quantity for receptacles.-
With your point a single receptacle installed in a outlet box can serve 2 basins as long as the basins are within 3' - certainly is not a sensible code for basins in today's world but who says code has to be sensible.
I was more in tune that each basin required at least a single receptacle therefore a duplex having 2 receptacles is the requirement for 2 basins.

so can a duplex receptacle having 2 receptacle outlets be used for a island /peninsular countertop having a 26 sq ft area per NEC 2020?
 
I appreciate you making me research more in depth, though the best answer at the beginning would have been - "look in definitions."
