My first thought is that the podium was built as a tessaract, and it just needs to be unfolded. https://en.wikipedia.org/wiki/"—And_He_Built_a_Crooked_House—"

The 'drawers' might actually all function if they are not full height. For example each could pull out as a 'leaf' to give extra counter space. But more likely they are simply blank facades as has been suggested.

Why wouldn't a receptacle be required in that location ?
An island requires a receptacle ONLY IF one dimension is at least 24" and the other dimension is at least 12". Failing that test, no receptacle would be required, and all rules related to location of receptacles go out the window. (I think I said this already. :happyyes: )

In other words, if the builder was smart, that countertop is 23.5" square. And if (s)he wasn't smart, shaving it down to that size is probably easier than installing a code compliant receptacle.
 
Assuming 24 inches or more, couldn't a receptacle be placed under the overhang, so the plug would be vertical rather than the normal horizontal, under one of the fake drawer fronts?
