How about the return to ground unity, I have see many tied to the panel, not a true isolated ground. The Nec Handbook has a nice graphic of the Isolated ground.
Can you post the NEC grafic please?

Nec 2002, Exhibit 250.55

Isolated ground design will differ for every building, for example if your installing a IG on the 40th floor of an office building, you may look for the isolated bus in the floor panel, this bus is feed from ground unity, in most cases at the buildings main switchgear, what you may see in many cases is the IG feed from the floor panel equipment ground, not a true IG connection point. In larger buildings the IG systems will most likely be engineered.
