Isolated metal raceway bonding

The installation is EMT sleeves under a basement ceiling laminate beam for physical protection of Romex that's just passing thru.

I'm looking at 250.132, 300.12x1, + 334.15(C).
300.12x1 says that not having mechanical continuity is OK
but 250.132 + 334.15(C) seem to say that bonding is still an issue

Anybody have a thought or 2.

Exception No. 2: Short sections of metal enclosures or raceways used to provide support or protection of cable assemblies from physical damage shall not be required to be connected to the equipment grounding conductor.

As a contractor I did that dozens and dozens of times without incident.
As an inspector I've passed it over and over again, but when I couldn't find the reference today, I said to myself, "Uh Oh ! Have I been screwing up for years ?"
