this stuff could come back to bite a PE in the @$$
34.5kv is taking over 15 and 25kv class equipment in many POCOs today. Virginia power and Public Service New Hampshire (now Eversource) both have extensive history of operating it with great luck FWIW.
A neutral would be ideal- but remember that it has to be balanced against the cost of being run vs derived artificially.
