There are a LOT of places that have escaped licensing so there is no reason why an electrician cannot do plumbing in some places. I had to learn how to do plumbing in order to do electrical conduit. I have also met a licensed electrical contractor a few days before he took the test for a plumber's license.
Ohio Construction Industry Licensing Board has also been a bit lenient on who can do gasfitting. 1 to 3 family dwellings do not fall under state licensing here unless a particularly city has voted to require state licensing for everything.
Actually, Pennsylvania prohibits any place that is not a city from having building trades licensing and there are only about 20 maybe 30 places in PA that are allowed to be cities. Where I used to live in a suburb north of Pittsburgh you had to get 3 different plumbing permits and inspections because McCandless Township Sanitary Authority and West View Water authority found out that Allegheny County Health Department would not enforce rules against hooking up downspouts to sanitary sewers and so forth.
