J-Box above meter

Is it ok to install a junction box above the meter under certain conditions? (From meter to J-box to panel) I don't like the idea myself, but I'm curious to know if it's a reasonable one.
 
If that contains service wires and it's the only meter being served I'd say not a good practice. You may get the Poco to allow if there is a seal-off provision. Were we are the frown on it unless it is tappinng off to more than one meter.

The J-box will be going above the meter in this case due to excavation(Service is underground and meter must be lowered) . Now the customer wants to extend the existing deck toward the meter, which will leave the meter under the deck and the j-box less than a foot above the deck.

So, you're proposing putting the new junction box between the meter and the service entrance (panel)? On the customer side of the meter, not the utility side? Presumably in the existing, soon to be former, meter location?

I think you would be better off running new continuous conductors from the new meter to the service entrance.
