J-Box Located Behind Mirror

We installed a duplex outlet over a vanity in a bathroom. The owner of the unit now desires to move the outlet to the side of the vanity. We would like to do this by leaving the exisiting j-box in the wall, splicing the wires and running conduit to a new j-box location. The Electrical Inspector has rejected this solution as the old j-box would be covered by a mirror and he says this is not "accessible" under the code guidlines. The mirror is removable so we think this classifies as "accessible". Opinions?

The mirror is not part of the building. The box covered by the mirror is no more a hazard than one in the clear. The box being visible, does not add to the safety. Having access without removing part of the building is the intent.

Sometimes rules based on practicality [such as the 360? conduit bend rule] sneak into the code.
In this case, it would depend on how the mirror was hung:
1) If the mirror had a hook or wire on the back of it and it was hung from a nail, I see no problem.
2) If the mirror was screwed to the wall with brackets, this could be a problem since the cover plate would be hidden and it wouldn't be obvious that there was a box hiddon behind the mirror.
3) If the mirrow were glued to the wall, then there would be structural damage - torn drywall paper - if it were necessary to remove the mirror [assuming you knew the box was hiding underneath it].

Could you install a j-box in the sink cabinet and you would be able to relocate the outlet as requested
