To me this run to the hot tub is a Branch Circuit just like an A/C disconnect. You should be able to run romex through the basement. Some towns or cities wouldn't allow it because it's not enclosed by sheet rock or some type of wall board. But if your hot tub disconnect is mounted flush against the house I see no problem running romex to that box but from the disconnect seal tight or conduit must be ran. Again to me this is a branch circuit and not a feeder.
