Two questions:
1. Does the space under the garage where oil is being changed require rmc? 511.8
2. Can the area where customers sit be wired in NM-b cable

Are we talking underground (511.8) or in the service pit ? and is the pit ventilated ? {Table 511.3(C}}
 
Under the garage bay. Aka= under the floor of the garage where they conduct oil changes. The pit does not have any mechanical venting.

1. NO. In a pit, depends. Under a pit is outside any classified area AFAIK

2. If not adjacent to any classified area I'd say yes. If adjacent to a classified area wall construction may come into play at determining a boundary, and might be more subject to interpretation rather than being something NEC will actually clarify

Did you read 511.8? I am guessing no. 2 feet under the floor is no, above that is yes. [edit] I will leave my post here so you can see my error. Table 511.3(C) I am now as confused as the original poster. I still think it is required, but am no longer sure.

My first reply I was based on 2014 NEC - there is no 511.8 in 2014 nor do I see anything like it, must be new in 2017.

No table 511.3(C) in 2014 either.

I think OP's answer depends on which code cycle applies.
