Jockey Pump Power

I have a situation with a 42 story High-Rise with (2) Fire Pumps and (2) Jockey Pumps. I have On site emergency generator power for the Fire Pumps. The Electrical Engineer wants to power the Jockey Pumps with Normal power? I have disagreed and he now wants me to show him where it says that the Jockey Pumps need to be on the emergency power source. My thought is that once we crossed the bridge of providing an emergency generator, we would have to also put the Jockey Pumps on Emergency. Plus it is good engineering to put all associated Life Safety equipment on an emergency power source. I know that we could go ahead of the main normal power source, but is that even required by code for Jockey Pumps?
 
Jocky pumps are not, in my opinion, life safey equipment. The fire protection system will work as designed without the jocky pump working. I am not aware of any code that requires the jocky pump be supplied with emergency power.

I would say that it is a good idea to put it on the emergency source since the jockey pump keeps the system pressurized during normal non-fire conditions and it is very important to maintain system pressure.
