Junction box / raceway

Could a in ground junction box be looked at as a racway? I am adding a new service to an outside location and i have existing j-boxes. May they share boxes with branch circuits or would that be the same raceway?
I know that service conductors may not share the same raceway with other conductors.
 
Raceway definition:

Article 100, Raceway. An enclosed channel of metal or nonmetallic materials designed expressly for holding wires, cables, or busbars, with additional functions as permitted in this Code. Raceways include, but are not limited to, rigid metal conduit, rigid nonmetallic conduit, intermediate metal conduit, liquidtight flexible conduit, flexible metallic tubing, flexible metal conduit, electrical nonmetallic tubing, electrical metallic tubing, underfloor raceways, cellular concrete floor raceways, cellular metal floor raceways, surface raceways, wireways, and busways.


Doesn't sound like a JB to me.
