Does the NEC allow an existing junction box to be used as a pull box for new wire/cable without the box being sized correctly. What are the NEC rules?

No, if you are going to pull new wires into an existing box then the box must meet the sizing requirements of 314.28 for conductors #4 and larger.

What difference would that make. Box needs to be sized properly regardless

The 2008 NEC clarified that boxes that contain #4 or larger conductors that are spliced must be sized in accordance with 314.28(A)(2) regardless of if the conductors come straight through.

Yes, but if the conduits are on opposite sides of the box and you pull through without a splice you need a box with a dimension of 8 times the raceway. If you splice the conductors, you only need 6x.

Hate to burst a bubble but did the OP mention #4 or larger? I took the OP as mentioning a simple box fill as in a J-box and simply pull through with more conductors.

It was my bad, Typically when I here the term "Juntion box" or "Pull box" I envision a box for conductors #4 or larger.

If the OP is talking about smaller wires, then in addition to whether or not they are spliced we would need to know how long the conductor is if it is not spliced. Loops or coils of unbroken wire that are twice the minimum length required by 300.14 need to be counted twice. (See 314.16(B)(1))
