Who has jurisdiction over underground electric utilities? I am converting a customers overhead service to underground and plan review is asking for the details on the utility location and handhole. They are also wanting a complete layout of the route with ALL other utilities mark. The pole is on the customers property and I have never been asked this before by any other municipality. I have always done the underground directly with FP&L's service manager and they are the ones that do the underground inspection. Is there a state statue or code that I can reference in regards to who has the jurisdiction over these part of the installation? This is in Hollywood, FL

Where is the "service point"? Unless local rules state otherwise NEC only applies to what is on load side of the service point. Unless you are on old enough code that term wasn't added yet - think it was 2011 or 2008?

They must have jurisdiction otherwise you would have been issued a permit.

You can ask them why they need this information. Or call a power company engineer to assist you with getting the information.

Who knows why the authorities want anything. Could be zoning, impact from soil erosion ( trenching) or anything else they can think of.
