Yes, provided that the metal plugs are recessed at least 1/4" from the outer surface of the enclosure.
Take a look at the last sentence of 110.12(A).

How exactly would you accomplish this. You could insert it from the inside but the ears would still stick out.

What type of plastic box is it nail-on or a larger junction box (for a wet location)? if its just a nail-on box their inexpensive i'd probably just junk it and put on a new one all together. If a larger type of box i would just buy the hoffman seal.
