That's not quite right. 210.23(A)(2) says that equipment fastened in place shall not exceed 50% of the branch circuit rating if the branch circuit also supplies lighting units or cord-and-plug connected equipment not fastened in place.

That's correct so two appliances (i.e.-dishwasher and disposal) even if one is more than 50% of the circuit ampacity can be on a single circuit.
