Kitchen countertop continues unbroken into family room. Same requirements?

New kitchen design question: the kitchen countertop extends unbroken into the Family room and runs under the wall mount flatscreen on a long exterior CMU wall. AHJ is requiring it to be treated as a 'kitchen counter' along the entire length. Owner is not happy. The counter is NOT for small appliances. It is more of a bookshelf/photo shelf.
 
If there is a delineation between rooms on the floor plan, that should differentiate the spaces.

I once had the same issue over a built-in desk that was nowhere near the kitchen countertop.

I formally appealed it, the inspector's supervisor came to the job-site, and said I was correct.

Yes, but civilly and politely. I have never had an argument with an inspector.

Remember, we and the inspectors share a common goal.

I have appealed a fail four times and "won" every time.

Do you have a copy of the plans, or access to them?
