What I don't see is art 400 having anything to do with 210.52 required receptacles or applying to the factory installed cords on a portable appliance.

I think he's saying it doesn't matter anymore to this thread and OP's question. You're right, article 400 has nothing to do with why the required receptacle can't be inside the cabinet. It's that the required receptacle has to be in addition to any receptacle that might be in the cabinet.

We have used these on a recent home, that the homeowner didn't want to see the recpts in the bathroom.
They pop out.

They need to install in a deep box.
Get with your supply house to help pick the right parts, it is not simple IMHO. There are probably a hundred plate choices, but only a few color options for the actual receptacle.

We have also used the sill lites, I like them better. Simple, small, and a clean install, unsightly with the cover installed.
