In assisted living unit that does not have a stove or dining room but,has a sink and countertop. Does the 2 circuit rule apply to the counter that is only 2 feet long. The plans show 1 circuit for the counter and 1 for the refrigerator.

Doesn't seem to be a kitchen .

So my answer is it does not

This always opens up a can of works but I dare ask: Does it have a permanently installed microwave ?
 
No permanent microwave are in the facility.
I was thinking the definition of a kitchen said it must have a permanent installed cooling appliance.
My inspector is questioning that.
I think is is because the tenant can bring in a small microwave.
 
It is not a kitchen by definition but an inspector cannot say that a microwave is a permanent means of cooking if there isn't one there.

"What ifs" should not be enforceable.
