Can romex wiring be spliced into knob & tube wiring? can knob and to be soldered togetheron splices and not be in a junction box?

Interesting article. I checked our state rules concerning Art 394 and found that insulation is permitted in spaces containing knob and tube. I wonder if this is common in other states?
