KWHR meter multiplier and Current transformer

What is the relations of Current transformer to the Kilowatthour meter when it comes to power consumption?
Service line is #4/0 AWG with a 600:5 CT( existing), the KWHR meter installed with a multiplier of 40. Is this correct?
