110.22 Identification of Disconnecting Means.
(A) General. Each disconnecting means shall be legibly
marked to indicate its purpose unless located and arranged so
the purpose is evident. The marking shall be of sufficient durability
to withstand the environment involved.
I agree this covers labeling the breaker but do not agree that it applies to the outlet.IMO, a breaker is a disconnect so 110.22 would be the appropriate section that would require labeling.

You should make this part of the specifications and include it in the bid documents.No, this is at a college. Before, in new construction, everything got labeled, now for some reason these contractors are not labeling the switches and outlets. I do get an updated panel schedule, I would like a label on everything.

I'm sure they would be willing to be paid extra to do this labelling for you. I certainly would not spend my profits labelling them if it was not in the specs.
If OP is the designer and requires it in specifications, then the installer needs to do it to be in compliance with the design don't they? If they didn't account for that when bidding then that is a cost they should have to eat. That don't mean they won't make it and any other losses up some on change orders whenever possible.I'm sure they would be willing to be paid extra to do this labelling for you.
