If a circuit has to be added to a panel, and there are no spaces left, does it meet code to remove a 1” breaker and install 2, 1/2” breakers?
perhaps this is a tandem circuit breaker?

If the panel is designed to use tandems and the tandems are correct for the panel, yes it's legal.
