Lack of room!

I have to change out a meter panel and replace it with a meter/combo. The feed coming in is under ground, those leads are always too short to reach the terminals of the meter/combo. The side where feed comes in is narrow and spilt-bolts or Polaris connectors taken up a lot of room. what can I use in this situation . I was thinking a gutter, or pull box. Any suggestions.
 
POCO here would fix/replace the conductors but would charge for it with few exceptions. Also, they would not allow a splice in the meter, at least on the line side.
 
As previously mentioned, check with the POCO. I've had situations where I had no choice but to use insulated barrel crimps like this one to repair an underground service and where I had to extend wires inside the meter enclosure :


It's a good alternative to the POCO installing a new drop if the POCO will allow it.
