If you have a 400A breaker can you run (4) 3/C #1 mc cables from it? Don't see why not.

How would that work landing multiple sets on the lugs? I know multiple sets are run all the time.

If there are 3 hots for each sets and there are 4 sets would each lug take 4 wires?

Circuit breakers often have optional lugs that can take multiple wires.

As Winnie stated you would need to check with the breaker manufacturer to see what options they offer for the particular 400 amp breaker. Otherwise a short run of 600 kcmil to a 5 port Polaris style connector might work.

Where is the other end of those cables? Are they connected in parallel or are you using the 240.21(B) feeder tap rules?
Note that conductors smaller than 1/0 cannot be connected in parallel.
