Actually, the cold water heater would be the probable culprit if it is electric. I have never seen much need for a hot water heater. :D

Charlie,

I love the way you think. Hot water heaters...a pet peeve of mine..why would you want to heat water that is already hot???

I want to rephrase your question to see if this was your intent.

What single electrical load consumes the largest number of KWH per month? Excluding the following items: furnaces, range top, ovens, water heater, hot tubs, and air conditioner.

In my case it would be 6 dual Slimline fixtures on one switch, or one of two computers with 20" CRT monitors.

Overall lighting and computers are my major integrated load.

Correction to my previous post.

Six T12 tubes, not double this.

Thinking a little more: a computer with its monitor and laser printer on for 16 hrs per day is probably the greatest cost at maybe 400 W average. Assuming this I get 0.4*16*30 = 192 KWH or about $21/month. I could reduce this by about 1/3 by changing to an LCD display. Last year my bill ranged from $128 to $185 per month with an average of $161 per month. I would judge the majority of my cost is for lighting.

Note: I interpreted the question as related to a given load. In other words different switched lights are different loads. But I consider the combination of a computer, monitor, and printer as one load.
