This would be 2 recepticals only if you broke the tab. Then you would have two seperate recepticals. But then you would have two seperate circuits.

I would disagree. A duplex with or without the tab in place is 2 receptacles. For a 20 amp laundry circuit, the circuit can be loaded to it capacity which is 20 amps. As Cavie said, utilization equipment that isn't fastened in place does not apply to the 50% rule.

I agree with Trevor, a duplex is two receptacles.

Although, I would consider a washer to be fastened in place by gravity and friction.
