Does the required branch circuit in the laundry room have to be supplied by a 20 ampere-rated @size 12/2(not 14/2) copper conductor for the receptacle in the 2000 International Residential Code?

Yes. The IRC is based on the 1999 NEC, and it is required to be 20 amps, as per 210-11 (C)(2)
