Does the dedicated laundry circuit include a receptacle for a gas dryer? Or is it for a washer only?

It can be a duplex which can serve both appliances.
Or it could be two separate receptacle outlets, with each being either a simplex or a duplex. The requirement is for a circuit to serve the laundry and for that circuit to supply nothing else. The rule does not restrict the types of laundry-related machines or appliances that can be accommodated by the circuit.

Be advised, local AHJ's may adjust this.

One town where I work requires (adopted in writing) a dedicated 20A circuit for the washing machine, and a dedicated 20A for a gas dryer (if present).

As they have it written, they would prefer to see a portable iron plugged into a general-purpose 15A branch circuit serving lights and receptacles elsewhere, than to see the NEC-required laundry circuit serve a general purpose in the laundry room. Very pointless, IMO, but rules are rules. There's no arguing when it's in print. :)
