Depends. Some locales use ceiling systems that do not require additional supports. They would still need to be fastened to the grid.

No, the NEC does not require that.
410.30(B) Suspended Ceilings.
Framing members of suspended ceiling systems used to support luminaires shall be securely fastened to each other and shall be securely attached to the building structure at appropriate intervals. Luminaires shall be securely fastened to the ceiling framing member by mechanical means such as bolts, screws, or rivets. Listed clips identified for use with the type of ceiling framing member(s) and luminaire(s) shall also be permitted.
But other codes may require support wires that are attached to the luminaires.
 
If the ceiling is rated for fixture support, then no. But clips or screws may be required by building or fire code. The reasoning behind it is, when firefighters rip out tiles with their hook, it keeps the fixtures from falling on them.
