I installed a 200 a SE on a mobile home . I thought it was to be underpinned with vinyl skirt. Now they are using cinder block to underpin. I have turned the L B s in 2 places on the 2" pvc from disc to panel so that the removable cover will be blocked off by cinder block unless they leave out a space. Will this be a violation ? If so must I have a block left out and add a removable panel ?

make that block removible. remove the morter and let it just sit there. That is how the access holes are made.
