Do some bench testing.
1. Take each LED that flashes, and individually test each with direct application of 120 V. Do any flash? I assume none.
2. Repeat step 1 using a dimmer that caused flashing. Under any dimming position does flashing occur? If so what positions? Measure LED voltage with an RMS meter while doing this test.
3. If the original dimmer was a two wire dimmer, meaning it did not require a neutral connection, then repeat step 2 with a 3 wire dimmer, meaning one that requires a neutral connection.
4. If no failures above, then put 4 LEDs in parallel and rerun above tests 2 and 3.

I used to put off looking at them until twenty failed attempts to get something to work, now I'm down to three....I still think I'm smarter than the guys that make the stuff.You read the instructions?:jawdrop:
