I am hooking up 24v low voltage led lighting for accent niches in a commercial building. I have a pvc run in the concrete deck , feeding a niche , with the transformer mounted in the electrical closet. Can I run a belding cable in the pipe? I would like to feed three niches off 1 cable. each niche is 70 watts, with 250 watt trasnsformer.

Is the Beldin cable a listed cable with the lighting system?

If the Beldin cable is a Class 2 or 3 cable then 411.5(D)(1) would be more applicable.

If you lighting system is not all mfg required parts, then it falls outside of the scope of Art 411. And if you fall outside of the Class 2 or Class 3 power limits in Art 725, then you have to wire with a Chapter 3 wiring method. "Belden", depending on the type, may not be allowed, but a PLTC or TC would be. Watch your conduit fill.
Just because its low voltage LED does not mean it can not cause a fire. Take a look at the titles of Art 411, 725 and 720 which are "low voltage" articles....
