I have just looked at a storefront sign that is UL listed and has LV LED lighting. Does this sign need a disconnect within sight?

If it is cord and plug connected then it does not have to have a disconnect.

600.6(A)(1) is not very clear to me. First it says the disconnecting means shall be within sight of the sign and then it says where the disconnect is out of line of sight then it needs to be lockable. :-?

I agree. It is not very well stated. Also, I was concerned because it did not mention LED in the scope of the article.

I haven't seen a hardwired sign with a UL label ever that didn't have a switch under a weatherproof cover on the side, or a little toggle switch with a rubber boot over it on the side. Channel letters are one exception that comes to mind, now that I'm thinking about it more.

Yep..............

It is not. It is inside above the ceiling behind the sign. But I still wonder if LED lights are covered by 600. If they are I am going to ask that he move to outside. I'm just not sure. What would yall do?

IMHO an LED sign would be under art 600 because it does meet the art 100 def of an "electric sign".

That being said, to me it is kind of a toss up between the disconnect being within sight or lockable. You have code to back it either way. Good luck and let us know what you decide.
