Less Flammable liquid filled indoor installation

If a less flammable or low-flammability transformer is installed indoors and it is UL or FM certified not to require fire protection, does it still require containment (NEC 450.23 (A)(2)? The transformer in question is silicone filled, 13.2kV/550-Y, 1200 KVA, 3 phase.

Even a silicone based oil can pick up contaminants during transformer operation which could be considered toxic.
In addition, you would have the problem of cleaning up the oil from who knows where if the transformer ever leaked.
What do you thing about using or not using containment under those circumstances, regardless of what the NEC specifies?

I believe containment is needed. The intent of my post was to draw on the experience of Posters and solicit their comments.

The section I sited states indoor installations are permitted with auto fire extinguishing and containment. If the XFMR is UL or FM certified not to require fire protection, will the client still need fire extinguishing to meet Code?
