License in Illinois

I am new to the forum. Although I did read some of the previous questions/comments about electrician license in IL, I am still confused.
I know that the state is trying to change the laws (? 2008). If I have a electrician's diploma or degree, is that going to allow me to challenge the state exam? Can I get an electrician's license somewhere else, now?
I have done hours of research on the net and seem to go in circles. Any help/ideas would be appreciated.

There is no state license in Illinois and it is unlikely that there will be one in the near future. The current law says that if you have a license from one municipality in the state that all others must accept that license. However, many municipalities do not follow that law.

I can see why some municipalities wouldn't reciprocate. The city of Rockford will hand out an electrical license to anyone who pays the fee. No test, no qualifications, nothing. I couldn't believe it when I read it on the city's Website.

Jeff,
I can understand why they don't want to, but the state law is very clear on this issue, except, like many Illinois laws, it doesn't apply to municipalities of over 500,000 population.
