Unique to Wisconsin is a credential called Designer of Engineering Systems. It has several disciplines: Electrical, Fire Protection, Plumbing, etc.
It is not a license but a permit. You are issued a permit by the state to act within the scope of your area. In other words, I can design, stap, seal electrical but not fire protection.
One weigh to look at this credential is a "poorman's PE."
I looked at the requirements for a WI PE license. If I were to have five of my PE friends write letters, I could be granted a PE license by experience only. Of course the fee needs to be paid!!

WI does allow a PE based on 8 years of experience (out of the past 10 years), a 4yr degree from an approved school, and evidence of knowledge of state laws. Of course, you also need to satisfy the examining board that your experience is suffcient.

In Wisconsin a design permit holder "... may prepare plans and specifications and perform consultation, investigation and evaluation in connection with making the plans and specifications, within the scope of the permit..." Among other requirements a designer must be at least 35yrs of age with 12yrs of experience or have passed a test after 8yrs of experience.

Engineering Area of expertise

In DE, we specify our area of expertise.

The DE Code of Ethics states:

2. THE ENGINEER SHALL PERFORM SERVICES ONLY IN AREAS OF HIS COMPETENCE.

A. The engineer shall undertake to perform engineering only when qualified by education or experience in the areas of professional engineering involved.

B. The engineer may accept an assignment requiring education or experience outside his areas of competence, provided that such areas will be performed by a Professional Engineer or otherwise qualified associates, consultants, or employees. He may then sign and seal the documents for the total project. The engineer shall not affix his seal to any such document not prepared under his supervisory control and review.

And in response to Itshot's concern about experience, in order to qualify to take the PE test, one must practice engineering under a PE for 5 years.
