I am considering doing some solar installations in Tennessee. Some of this work would require out of town work in the state, as long as the work is less than $25,000 dollars for my part of these installations, would these sub contractors have to be licensed in Tennessee. I have been told as long as it is $25,000 or below they can work under my license. I am state licensed.

There may also be some possible work in Georgia or Alabama.

The State itself has two classes of license: a C-E which is the electrical contractors license and a LLE which is a limited license electricians license. Work valued at > 25K must be done under a C-E license holder but the license holder is not required to be present at the job.
The State does not have a Journeyman license so the employees of the license holder do not actually hold any license.
The kicker comes in that almost all the major municipalities have their own requirements. I don't think any of them recognized the LLE license but by law they have to honor the CE license.
They can still require you to hold and BUY their respective licenses but can not require testing (if you have a C-E.). You are required to abide by the rules of that jurisdiction.
These areas have their own licensing:
Athens,,Bartlett,Bristol,Chattanooga,Clarksville,Collegedale,Collierville,Cookeville,East Ridge,Elizabeth,,Franklin,Hamilton County, Humboldt,jackson,Johnson City,Kingsport,Knoxville,Lakesite,Lookout Mountain,Maryville,Memph,is/Shelby County,Morristown,Mt. Juliet,Murfreesboro,Nashville,Oak Ridge,Signal Mountain,Soddy Daisy,

Also note for Solar installs some of the jurisdiction require a building contractors ,license and permitting. Good Luck !

Would I be legal to hire subs under my license for the out of town work or would I need to be possibly a sub under a general contractor (you mentioned) and then I do local but hire subs for out of town work. Just want to be legal.

What type of license do you hold now?

NC doesn't have a license type "CE".

From the NCBEEC website.
There are 10 different classifications of electrical contracting licenses. Each license has a specific scope and limitation of work allowed. The Limited (L), Intermediate (I), and Unlimited (U) classifications allow a licensee to perform residential, commercial and industrial work. The Residential dwelling license (SP-SFD) permits electrical contracting projects pertaining to single-family detached residential dwellings. There are also six (6) special restricted electrical contracting classifications which allow only a limited phase of electrical contracting work: Fire Alarm/Low Voltage (SP-FA/LV), Elevator (SP-EL), Plumbing, Heating, and Air Conditioning (SP-PH), Groundwater pump (SP-WP), Electric Sign (SP-ES), Swimming Pool (SP-SP).
