I am re-wiring an existing house that is NOT undergoing any renovation. The walls will be fished with new NMB cable. The inspector wants the house wired to meet the latest code, and the owner only wants the existing outlets re-wired. I do not feel that new construction standards should be applicable because remodeling is not taking place. The inspector says that remodeling is taking place because we are re-wiring. Your opinion?

Refer to your building codes. If your building codes are based on the model ICC codes, then it is likely you have an "existing building" code. In that case, it is likely the work will be classified as a "repair" and or "alteration - level 1".
