Lighitng control by fire alarm system

In a hospital, we read from one of the owner stanadards is public lighting shall be controlled via fire alarm system, does anyone know how this work?

Via relay- The emergency lights will come on when the FA is activated.

Emergency are always "on" and have emergency back-up via ATS.

Let me rewrite the rule they enforce again:

"Exterior lighting" to be controlled via fire alarm system instead of time clock.

I am not sure how this comply with IECC rule.

Unless I'm missing something, why can't you use both? Shunt the time clock with a FA relay.
