Light ballast

Can a light ballast (2 F20 lamps) in the top of a gas dispenser put potential (even very small) on the frame of a gas dispenser?

The console is losing pulses from the dispenser.

It's not the wiring. New pulser was installed. Console is not the problem (determined by switch control points and the problem stayed with the physical position).

Grasping at straws now. The pulse circuit switches ground potential to the console, so I was just trying to figure out if it is possible that a very small potential from the ballast could be getting on the metal frame and maybe, somehow, be interfering with the console counting circuit. Just a grasp.
