My question is if I have a Light that threads into for example a 3/4" rigid conduit dropping down from a fitting, how long can the pipe be without supporting the pipe holding the luminaire. For example, can I drop a 10' stick and hang a light from it with no support? I believe no just having trouble finding the NEC Code any help would be appreciated thank you.

So the 3/4" RMC is actually being used as a fixture stem? I don't think that the NEC has a limit on fixture stem length. After 18" in length you'll need a swivel on the top. Look at 314.23(H)(2).
One more question lets say I need to bring the pipe down 8ft but I can strap to like a ibeam within 18inches of the fixture and then does it still need a swivel base ? Im leaning towards no since its strapped? Let me know!

No it would not require the swivel regardless of the length after the support because it is no longer supported by the box cover.

I understand now I believe the code is there for if its strictly suppported by the box if you have another means of support that helps hold the fixture, the swivel base or the 18inches dont apply. Let me know if thats right!

Also its a GUA T body still would apply though if I didnt have another means of support correct? I see what you mean by box cover now.
