I saw (2) differenent details on construction drawings for parking lot lighting - pole base. One with ground rod inside and one without. My understanding is the ground rod inside pole base will be sevred for lightning protection purpose.
Am I correct? Are there any codes require to have ground rod inside pole base? Thanks!

I agree with rcarroll.

A ground rod or other grounding electrode is not typically required at a light pole (See the exception to 250.32(A)).

A grounding electrode at a light pole will typically serve no useful purpose and may in fact lead people to believe that an EGC is not required.

Equipment ground rod

Equipment ground rod

This is supplementary equipment protection that engineers usually spec out. You also see additional ground rods for specialized equipment in industrial or sensitive processes. But as far as the NEC it isn't code. Check your local listings (aka inspector) for rules and regulations.
