currently we have a building that has 7 contactors controlled by a single control circuit of 277V ( photocell time clock ) contactors have distinct purpose ( one low voltage lighting , one high voltage lighting and emergency exc. My question is , is this acceptable and where can i find related information in the code book?

It's a design issue, not a code issue. There is no code reference. I remember working on a K Mart that had the lights on the entire sales floor controlled by one 200A contactor.

The fact that one 277v emg curcuits contols low voltage high voltage normal and emergency is not an issue ? That was my concern

I'm not quite sure what you mean. Look at 700.12(F).
