Lighting Design per ASHRAE 90.1

For those of you designing lighting systems per ASHRAE 90.1, do you interpret paragraph 9.4.1.2 to require a MANUAL override switch in all enclosed spaces when using occupancy sensors for automatic shutoff? Does a ceiling-mounted occ sensor meet the requirement for space control?
 
In enclosed spaces I use an occupancy sensor on the wall, they have manual over-rides built into them. In my opinion the manual over-ride is only for buildings that use a timer for their means of lighting control. In this case the manual over-ride would be reqired and it would have to be a (3 hour or 90 minute overide) cant remember which one.

Also, in my state, this only applies to buildings 5,000 square feet or more (or spaces that are apart of buildings 5,000 square feet or more) ie, a tenant space in a building.
