Lighting issue?

I have a waiting room with (10) 2x2 fixtures with LED lamps. All fixtures have (2) ballasts but are controlled by (1) switch. The center lamp on all fixtures are controlled by 1 lamp ballast in each fixture. I have (5) center lights that will not come on occasionally. If I disconnect and re-connect any center ballast, they will come on. Has anybody had this happen? It seems strange that it only affects 5 fixtures and only the center lamp when they are all on same switch leg. Any info would be appreciated.. Thank you.

Get rid of the ballasts and use line voltage ballast bypass LED tubes. I never understood the logic in going to LED and keeping the ballast. The ballast is still a failing point in the fixtures.
