Are lighting fixtures required on balconies in a multi-story multifamily building I cannot find anything into 210.70 that says they are

I will say no. You may find something in the IRC if it is a one or two family or the IBC if three or more. You could ask the same question is a receptacle required.

Receptacles are different and they're required even for multi-story buildings.
 
It's pretty clear in 2008that receptacles are required on any balcony in my opinion. I also am pretty sure it's silent on a light fixture on that same balcony, unless like mentioned above it's on the first floor or is an entrance or exit

Unless there was changes since 2008, first floor isn't the determining factor - grade level access is.

If there is a stairway to grade level that makes lighting outlet required. Balcony on first floor but with no access to grade level still doesn't require a lighting outlet.
 
Well said and I do agree, by 1st floor I do mean grade level.

Some buildings have first floors that are above the grade level. . .which adds more to this hullabaloo.

Right now I'm about 8 ft above water level and the ground level is about three stories above. :lol:

Cruising in the Ils River at the foothills of Bavaria.
