Can lighting track be powered by a live-end connector that has a manufacturer supplied cord that plugs into a receptacle?

is the outlet above a t bar ceiling? that won't work.
how about a track current limiter? track current limiter is used in order to comply with California Title 24 or ASHRAE 90.1 requirements. If your area is covered by one of those regulations, you will need a track current limiter.
No, the receptacle is not above a t-bar ceiling, it's on the wall. My area does not require a current limiter to my knowledge. The reason I ask is because the code says the track needs to be permanently connected to a branch circuit, but the manufacturer supplies this device as an option.
